as I had thought when I took the first photo near the quarry - I then drove ten miles or so in a southerly direction on route 272 to Hart's Church where I had a good view across the Elk River and into the state of Delaware and could see that this was an enormous discharge of water-vapor by the nuclear power plant there - minor mystery solved
